A special
meeting of the Citizens Advisory Committee and the City Council of Kearney,
Nebraska, was convened in open and public session at 8:00 a.m. on November 5,
2004, in Meeting Rooms 101 and 102 at the Holiday Inn, 301 South 2nd Avenue.
Present were: Bruce L. Blankenship, President of the Council; Michaelle
Trembly, City Clerk; Council Members Randy Buschkoetter, Stan Clouse, Galen
Hadley, Don Kearney. Absent: None. Citizens Advisory Committee present: Tom
Henning, Pete Kotsiopulos, Janice Wiebusch, Janet Fox, Ben Homan, and Bruce
Lear. G. Allen Johnson, City Manager; and Julie Steffensmeier, Administrative
Assistant were also present. Some of the citizens present in the audience
included: Mike Konz, Todd Gottula both from Kearney Hub; and Julie Hong from
NTV.
Notice of the meeting was given
in advance thereof by publication in the Kearney Hub, the designated method for
giving notice, a copy of the proof of publication being attached to these
minutes. Advance notice of the meeting was also given to the City Council and
a copy of their acknowledgment or receipt of such notice is attached to these
minutes. Availability of the Agenda was communicated in the advance notice and
in the notice to the Mayor and City Council. All proceedings hereafter shown
were taken while the meeting was open to the attendance of the public.

The City Council met in Room 101
and the Citizens Advisory Committee met in Room 102. Interviews were conducted
with Doug Clark, Steve Crowell, Michael Morgan, and John Prescott. Interviews

EXECUTIVE SESSION
Moved by Buschkoetter seconded by
Hadley that Council, along with the Citizens Advisory Committee, adjourn into
executive session at 3:10 p.m. on November 5, 2004 for the protection of the
public interest and specifically for the discussion of personnel matters. Roll
call resulted as follows: Aye: Blankenship, Buschkoetter, Kearney, Hadley, Clouse.
Nay: None. Motion carried.
The Citizens Advisory Committee
left the meeting at 3:47 p.m.
Moved by Kearney seconded by Clouse
that Council reconvene in regular session at 4:05 p.m. on November 5, 2004.
Roll call resulted as follows: Aye: Blankenship, Kearney, Hadley, Clouse, Buschkoetter.
Nay: None. Motion carried.
